The Woolf Report entitled Ethical business conduct in BAE Systems plc -- the way forward was published on 6 May 2008. It contains 23 recommendations that BAE undertook to implement in full, including that BAE publish and implement a global code of ethical business conduct; strengthen its anti-bribery measures; and provide regular, independent external audits of business conduct.

This presentation takes a critical perspective on public relations and ethics to explore how BAE has used the report. It was given at an interdisciplinary seminar and discussion titled "A Just End? Belief, Propaganda and the Arms Trade" that aimed to explore Values, Communication and Corporate Responsibility and was held at the University of East London
